As an implementation administrator, I want imports validated before confirmation and exports restricted to my authorized filters so that bulk data movement is controlled.

Invalid rows are reported with stable row identity. Confirm does not silently include failed rows. Reruns avoid duplicates. Export/print match visible authorization and filters. Sensitive columns require explicit permission.
